No surprise overage charges: limits stop new usage, they don't bill for it.
Every product line the API resolves counts as one resolution, in single and bulk requests alike. Workspace owners get an email at 90% and at 100%. At 100%, the API answers 429 MONTHLY_LIMIT_REACHED until the period resets or you upgrade. On Free, the period renews monthly from the day you signed up; on paid plans it renews monthly from the start of your billing period, so yearly plans get the full monthly allowance every month.
Each workspace has a per-minute request limit. Going over returns 429 RATE_LIMIT_EXCEEDED with a Retry-After header, and requests succeed again in the next minute.
When you reach a capacity limit you can't add more until you upgrade or remove some. Customer groups and product groups are counted separately. Imports are checked against your remaining capacity before any row is saved, including the new groups a file would create; imports that only update existing records always go through. Existing data and prices keep working, including after a downgrade: nothing is ever deleted, and groups over the limit keep their members and rules.
Each CSV file can be up to your plan's size (Free: 5 MB; Starter: 20 MB; Growth: 50 MB). A larger file is refused before it's uploaded, so nothing is imported and it doesn't count toward your monthly imports. Uploaded files are deleted automatically after the import; see the FAQ below.
Testing prices in the in-app pricing sandbox doesn't use your API quota, and there are no per-seat fees.

No. Every workspace starts on the Free plan, which includes the full engine, imports, sandbox and API within its limits.
Yes, any time from the Billing page in the app. Switching plans or between monthly and yearly takes effect immediately, and the difference is prorated: you pay the remainder now when you upgrade, or get a credit toward future payments when you downgrade. Canceling keeps your plan until the end of the billing period. Your products, customers, groups, rules and API keys are never deleted; on a smaller plan you just can't add more beyond its limits.
Both. Paid plans are billed in EUR (+ VAT where applicable), either monthly or once a year. Yearly billing gives you 2 months free: Starter is €300 / year (€25 / month), Growth is €800 / year (€66.67 / month). Monthly plans have no long-term commitment.
It depends on your plan: Free: 5 MB; Starter: 20 MB; Growth: 50 MB per CSV file. There's no separate row limit: your plan's products, customers and rules are the limit. Split a larger file into several smaller files, or upgrade.
Only as long as an import needs them. Uploaded CSV files are deleted automatically 7 days after the import finishes, and error reports 14a file uploaded for an import that never started is deleted after 24 hours. Nothing is kept longer. The records you imported stay in your workspace, and your import history keeps each import's status, row counts and findings.
